Man found guilty of planning biological terror attack to a water treatment plant in Makueni

 


Milimani Law court has today convicted a Makueni County Level four hospital based doctor over terrorism charges.


The said Doctor Mohamed Abdi Ali was attached at Wote level four Hospital in 2016 when he was arrested after the DCI got information that he was planning a biological terror attack to a water treatment plant in Makueni County.


The prosecution told Court that Ali at the time of arrest was enjoying salary as Doctor, money which came from innocent taxpayers he was planning to execute in mass numbers.


The extremist medics is linked to the Islamic State group suspected of plotting a biological attack on Kenya and recruiting university students to join the group in Libya and Syria.


At the same time, Ali’s wife, who was at the time an International medical student in Uganda, arrested in Kampala and who throughout the hearing was a co-accused terror suspect was acquitted for lack of evidence.


The prosecution maintains that suspect alongside his accomplices who are at large were planning large scale attacks akin to the Westgate Mall attack (in September 2013 in which 67 people died) with the intention of killing innocent Kenyans.


It was believed that Ali’s “network also included medical experts with whom they planned to unleash a biological attack in Kenya using anthrax. 


In reading the Judgement, Magistrate Martha Mutuku ruled that the prosecution had proved their case against Mohamed Ali beyond reasonable doubt, she however said that the evidence against his wife was insufficient to warrant a conviction.


Ali was convicted on the offence of being a member of terrorism group. And the prosecution pleaded with the court to sentence him to 22 years in prison since he has already spent 8 years in Kamiti Maximum Prison.


In the offence of organizing a meeting with intent of planning terrorism activities, the prosecution proposed for imprisonment of 12 years in prison.


In count four of recruitment of citizens to a terrorism group, the prosecution proposed a sentence of 22 years in prison.


For the offence of collection of information to be used for terrorism activities, the prosecution proposed for 22 years imprisonment.


For the offence of possession of Articles for the commission of terrorism, the prosecution proposed 12 years imprisonment.


The prosecution pleaded with the court to direct the sentences to run consecutively instead of concurrently.


The Court set April 22, 2024 as the sentence hearing date for the Convict.
